On March 4, 2022, the Federal Council adopted the dispatch on the Federal Act on the Use of Electronic Means for the Performance of Official Duties (EMBAG):
The Consultation period had expired in March 2021.
The EMBAG is intended to create the legal basis for a digital transformation in the federal administration and cooperation between authorities in the area of eGovernment. It applies in principle to the central federal administration, unless the Federal Council extends its scope to units of the decentralized federal administration by ordinance.
The Federal Council primarily wants to promote the electronic handling of federal business processes. In addition, the foundations are to be laid for, among other things, free licenses for open source software, the publication of administrative data for free use (“open government data”).
