On March 4, 2022, the Fede­ral Coun­cil adopted the dis­patch on the Fede­ral Act on the Use of Elec­tro­nic Means for the Per­for­mance of Offi­ci­al Duties (EMBAG):

The EMBAG is inten­ded to crea­te the legal basis for a digi­tal trans­for­ma­ti­on in the fede­ral admi­ni­stra­ti­on and coope­ra­ti­on bet­ween aut­ho­ri­ties in the area of eGo­vern­ment. It applies in prin­ci­ple to the cen­tral fede­ral admi­ni­stra­ti­on, unless the Fede­ral Coun­cil extends its scope to units of the decen­tra­li­zed fede­ral admi­ni­stra­ti­on by ordinance.

The Fede­ral Coun­cil pri­ma­ri­ly wants to pro­mo­te the elec­tro­nic hand­ling of fede­ral busi­ness pro­ce­s­ses. In addi­ti­on, the foun­da­ti­ons are to be laid for, among other things, free licen­ses for open source soft­ware, the publi­ca­ti­on of admi­ni­stra­ti­ve data for free use (“open govern­ment data”).
