The Natio­nal Coun­cil has refer­red the bill on elec­tro­nic access to the land regi­ster back to the Fede­ral Coun­cil. The point of con­ten­ti­on was the iden­ti­fi­ca­ti­on for access. The Fede­ral Coun­cil had pro­po­sed the AHV insu­rance num­ber for this pur­po­se (cf. Mes­sa­ge and draft from April 2014). The Natio­nal Coun­cil, on the other hand, would like to intro­du­ce a sepa­ra­te iden­ti­fier, part­ly becau­se of con­cerns expres­sed by the FDPIC (cf. the Acti­vi­ty report 2014/2015 of the FDPIC).

In addi­ti­on, the exten­ded access of lawy­ers should be rest­ric­ted. They, too, should only recei­ve infor­ma­ti­on upon request. The bill now goes to the Coun­cil of States.
