Unfortunately, Switzerland is still lagging far behind when it comes to digitalization in the healthcare sector. In addition, there are new prioritization issues in the implementation of DigiSanté. The Federal Council is asked to answer the following questions:
- Is the Federal Council aware that digitalization in the healthcare sector is an important factor for the attractiveness of the research location and the market? Where is this evident?
- Does the Federal Council share the view that the secondary use of data in particular is important for Switzerland as a business location and that projects that support this goal (legislation, data space for health-related research) must be prioritized within DigiSanté?
- Does the Federal Council share the view that transparency regarding the quality of treatment must be achieved in order to provide patients with the best possible care? How does the Federal Council intend to achieve this with the help of DigiSanté? Which projects does it see as priorities?
- How does the Federal Council intend to ensure that projects launched within DigiSanté do not have to be canceled due to a lack of funding?
- How does the Federal Council assess the reputational risk for federal digitization projects if DigiSanté fails to achieve its goal due to incorrect prioritization and a lack of assertiveness?
Justification
Digitalization in the healthcare sector is a project that benefits patients, medical staff and the entire healthcare system. This project is particularly important for the quality and efficiency of the Swiss healthcare system, disease-related basic research and healthcare research. A digitized healthcare system would enable a better understanding of the health, quality of care and treatment needs of the Swiss population based on data. Setting the right priorities in the implementation of the DigiSanté program adopted by Parliament in 2024 is all the more important
