At its meeting on June 20, 2025, the Federal Council submitted its dispatch on the new ancillary copyright for media companies to Parliament:
With the revision, media companies are to receive remuneration for the use of their journalistic services through the use of snippets by large online services. Only online services with an average number of users of at least 10 percent of the Swiss population per year should be subject to remuneration. The rights are to be exploited collectively via a collecting society.
Remuneration for the use of the following is not taken into account journalistic content for the training of AI:
At the time of the consultation, an addition to the bill to include a Entitlement to remuneration for the use of journalistic content by artificial intelligence applications (AI). Regulation of the copyright aspects of AI has therefore been omitted from this draft law. The use of AI is the subject of the Motion Gössi “Better protection of intellectual property against AI misuse“which the Federal Council has recommended for adoption [Note: Adoption in the SC with discussion on 20.3.25ed.] The implementation of the motion is intended to create the conditions for the use of AI to be taken into account during parliamentary deliberations on the current draft.
