The Fede­ral Coun­cil is ins­truc­ted to pro­po­se a law that would make wire­less pre­paid cards sub­ject to man­da­to­ry regi­stra­ti­on. The Postal and Tele­com­mu­ni­ca­ti­ons Act (BÜPF) and cor­re­spon­ding ordi­nan­ces are to be amen­ded to the effect that sub­scri­ber iden­ti­fi­ca­ti­on is also man­da­to­ry within pri­va­te net­works. In par­ti­cu­lar, it must be pos­si­ble to deter­mi­ne which com­pu­ters are con­nec­ted to such a network.

Justi­fi­ca­ti­on

In order to down­load pic­tures with pedo­phi­le images and vide­os from the Inter­net wit­hout being noti­ced, it is pos­si­ble to use unen­crypt­ed WLAN net­works or wire­less pre­paid cards. When purcha­sing such a wire­less card, it is not neces­sa­ry to pro­vi­de per­so­nal data. In the case of SIM cards for cell pho­nes, such a requi­re­ment was intro­du­ced in 2003. Sin­ce it is now pos­si­ble to make pho­ne calls using a com­pu­ter, wire­less pre­paid cards must also be registered.
