In its decis­i­on 1C_14/2016, the Fede­ral Supre­me Court had to assess whe­ther the agen­da of the Chief of Arma­ment was an offi­ci­al docu­ment within the mea­ning of Art. 5 of the Fede­ral Code of Obli­ga­ti­ons, as swiss­blawg sum­ma­ri­zes:

It [the Out­look agen­da] is not mere­ly a per­so­nal remin­der that is inten­ded to ser­ve as a work tool for mana­ging one’s own appoint­ments. Its scope goes much fur­ther: The calen­dar owner is a mem­ber of the hig­hest cad­re of the DDPS. His agen­da has a decisi­ve influence on the enti­re admi­ni­stra­ti­ve acti­vi­ties and pro­ce­s­ses in the Fede­ral Office of Arma­ments (E. 2.5.2.).
