On Octo­ber 30, 2023, Pre­si­dent Biden issued Exe­cu­ti­ve Order (EO) 14110 on “Safe, Secu­re, and Trust­wor­t­hy Deve­lo­p­ment and Use of Arti­fi­ci­al Intel­li­gence” was signed. Pre­si­dent Trump repea­led it as one of his first acts in office and repla­ced it with a new EO entit­led “Remo­ving Bar­riers to Ame­ri­can Lea­der­ship in Arti­fi­ci­al Intel­li­gence„.

Trump’s EO is a depar­tu­re from Biden’s AI poli­cy. Rather than ensu­ring safe­ty, accoun­ta­bi­li­ty and ethics, it aims to secu­re the US a glo­bal lea­der­ship role in AI by remo­ving regu­la­to­ry hurd­les. Unsur­pri­sin­gly, Trump’s AI is sup­po­sed to be free of ideo­lo­gi­cal bias or social agen­das. Howe­ver, the EO con­ta­ins litt­le in the way of spe­ci­fics, instead ins­truc­ting the govern­ment to deve­lop an action plan to pro­mo­te lea­der­ship within 180 days.
