- The Trump executive order replaces Biden’s EO 14110 and shifts the focus from safety and ethics to promoting U.S. leadership in AI.
- The new EO calls on the government to develop an action plan within 180 days, but contains hardly any concrete measures.
On October 30, 2023, President Biden issued Executive Order (EO) 14110 on “Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence” was signed. President Trump repealed it as one of his first acts in office and replaced it with a new EO entitled “Removing Barriers to American Leadership in Artificial Intelligence„.
Trump’s EO is a departure from Biden’s AI policy. Rather than ensuring safety, accountability and ethics, it aims to secure the US a global leadership role in AI by removing regulatory hurdles. Unsurprisingly, Trump’s AI is supposed to be free of ideological bias or social agendas. However, the EO contains little in the way of specifics, instead instructing the government to develop an action plan to promote leadership within 180 days.
