Postu­la­te SGK‑N (24.3013): Mini­mum stan­dards for pri­ma­ry heal­th­ca­re systems

The Fede­ral Coun­cil is ins­truc­ted to exami­ne the intro­duc­tion of mini­mum stan­dards for manu­fac­tu­r­ers of pri­ma­ry systems (for the OKP sec­tor). The­se mini­mum stan­dards should ensu­re inter­ope­ra­bi­li­ty and qua­li­ty assu­rance in particular.

A mino­ri­ty of the com­mit­tee (Aeschi Tho­mas, Amau­druz, Bir­cher, de Cour­ten, Glar­ner, Gut­jahr, Thal­mann-Bie­ri, Wyss­mann) reque­sted that the postu­la­te be rejected.

Justi­fi­ca­ti­on

Digi­ta­lizati­on in the heal­th­ca­re sec­tor is key and brings gre­at added value for the system as a who­le, as well as for pati­ents and tax and pre­mi­um payers. With the Digi­S­an­té pro­gram The aim is to dri­ve for­ward digi­ta­lizati­on in the heal­th­ca­re sec­tor. In this con­text, pos­si­ble Mini­mum stan­dards for pri­ma­ry systems – as a basis for digi­tizati­on – are exami­ned. This is to ensu­re that qua­li­ty assu­rance and inter­ope­ra­bi­li­ty are gua­ran­teed. The­se mini­mum stan­dards should only app­ly to pri­ma­ry systems for ser­vice pro­vi­ders in the OKP sector.
